County level action alerts

I see that this subject was brought up in 2009 originally and it doesn't seem to have gone anywhere.

With the new emphasis in our state (and I suspect around the county) on sending action alerts to county-level electeds, this is a feature we really, really want.

The work around is an enormous lift - 36 separate action alerts with 36 custom recipients sent to 36 segmented lists. I'm only one person!

Can we please revisit this idea?
