Add meeting status: Regrets

Hey, there. It would be very useful to have a Regrets or similar status available for meetings.

If someone is invited and responds that they are unable to attend, we need to be able to track that. Currently, we just have to use Cancelled. The downside is that we can't tell the difference between folks who had a conflict arise and those who just said no. We may need to treat those folks differently in follow up or for another event or appeal in the future, and it would be nice to if it were trackable. Thanks.
