Scorecard merge functionality in Powermail

Now that the SoftEdge Advocacy tool is linked solely to Powermail, it makes the most sense for the Scorecard merge functionality to be included in Powermail as well as Issues.

  Scorecards can now be sent to your activists using the My Legislators form link in PowerMail.
