Add or remove people by saved searches

Other databases (like the Voter Activation Network, for example) allow you to add or remove people from a list you're building by adding or removing entire saved searches. When building a list, especially for donor appeals, it would be ideal to be able to remove a whole group of people already in another saved search in order to ensure overlap and cut down the number of steps.

In the VAN, you can create a search and a static list. A search replays every time you open it, and a list keeps the same group of people in it every time you open it. It would be good to add this feature so that you can make static lists, and then be able to add or remove those lists to searches.
