The order of those is set by the 'Expiration date' found under 'Properties' of each of the issues. The issue with the earliest expiration date is the last on the list. To change them:
1. select 'Issues' from the 'Alert' drop down.
2. select the title of the issue you want to edit
3. select 'Properties'
4. change the 'Expiration date' and select 'Save Changes'
