Query | Members who can receive Text Messages

From the 'Search' drop down choose 'Personal'

Set 'Mobile Phone:' to 'Is not NULL' and set 'Mobile Provider:' to 'Is not NULL'

Select 'Find'

The resulting list are all those who have agreed to and are able to recieve a text message
